Purpose of Job

 

The Senior Administrator provides assistance and support to the Legal Transition Team (LTT) regarding projects and Technical Cooperation (TC) programmes throughout the project lifecycle, particularly relating to administrating, monitoring and reporting on grant-funded projects, as well as administrating the LTT budget.

 

Background

 

The LTT manages the Legal Transition Programme.  As part of the Bank’s approach to policy engagement, the LTT lawyers help establish laws, regulations and institutions that support the development of a predictable investment climate in the Bank’s region of operation.

 

The LTT is looking for a Senior Administrator to help with the overall administration of various projects, monitor their requirements and record them in the relevant internal databases.  This person will also be responsible for budgets, invoicing, client cost recovery, etc., working closely with the two LTT Associates and the LTT Counsels.  The job also requires close collaboration with other departments across the Bank and interaction with clients, donors and consultants.

 

Accountabilities & Responsibilities

 

  • Provide support to LTT lawyers on project preparation, procurement, administration and reporting, including substantive and procedural issues.
  • Work as part of project teams to liaise with internal EBRD departments and external stakeholders for the purposes of TC and grant implementation.
  • Support the approval processes related to projects
  • Monitor the utilisation and allocation of donor and EBRD funds under funding frameworks.
  • Monitor project progress against objectives
  • Conduct analysis, reporting and planning exercises in related areas as requested.
  • Maintain the LTT Register of Consultants. This includes responding to applicants directly and retaining records of selected experts for internal purposes.
  • Maintain accurate pipeline of TC project assignment database and provide accurate information to the Team.
  • Review invoices in SAP, as well as monitor and record client cost recovery and client cost-sharing.
  • Perform the responsibilities of the LTT Team’s Budget Officer, with sufficient foresight and planning.
  • Assist with the formatting of the LTT’s annual Operational Plan (using Visio and similar tools). 
  • Implement other tasks (e.g., presentations/TC analyses, press releases, intranet articles, etc.).

 

Academic Qualifications

 

  • University degree preferred but not essential
  • Fluent English, both written and spoken.
  • Knowledge of another language (e.g. Russian, French or Arabic) would be useful.

 

Experience/Knowledge

 

  • Experience in project operations and general administration roles, preferably in a banking or legal environment.
  • Good organisational skills, proactive and flexible attitude to work.
  • Ability to take on responsibility, work independently and proactively as a client-oriented team player.
  • Immaculate attention to detail.
  • Strong writing skills and ability to provide solutions in a concise manner, both orally and in writing
  • Advanced level of numeracy skills.
  • Excellent interpersonal manner, including tact and diplomacy.
  • Ability to cope well under pressure, to multi-task and deliver quality outputs within often tight deadlines.
  • Ability to build effective working relationships with clients and colleagues in a multicultural environment.
  • Ability to exercise judgment on, and deal discretely with, confidential/sensitive information and data.

 

Technical Skills

 

  • Computer literate: Windows XP: Microsoft Outlook, Word, intermediate or advanced Excel, PowerPoint.
  • Proficiency with Visio or similar drawing and diagram programmes preferred
  • Knowledge of SAP preferred but not essential
  • 55 wpm typing.
