The Role
This is a pivotal role in maintaining and continuously improving EBRD’s Internal Control Framework (ICF) over financial reporting. You’ll ensure alignment with COSO 2013 standards, helping the Bank uphold its high integrity and transparency standards, including issuing a formal management assertion in its annual Financial Report.
You’ll work directly with senior management, finance teams, auditors, and control owners across the Bank, championing robust governance and risk mitigation. Your contribution will shape Bank-wide practices and safeguard EBRD’s reputation and financial reporting excellence.

 

Key Responsibilities

  • Set and maintain the Bank’s Internal Control Framework, including definitions, deficiency assessment, methodology, testing procedures, coordination, and scheduling of ICF activities.
  • Communicate framework updates and timelines to Directors and all involved teams across the Bank.
  • Monitor changes in regulations and global best practices, propose appropriate updates, and lead implementation of approved changes.
  • Conduct detailed risk assessments of the Bank’s financial statements, including mapping them to underlying processes and controls, and perform fraud risk assessments to identify significant risk areas.
  • Review and challenge existing financial reporting controls in collaboration with senior management. Identify more efficient or effective controls and help redesign processes as needed.
  • Identify control gaps and formulate remediation plans, ensuring alignment with the Bank’s operational risk issue management process.
  • Design and deliver training, guidelines, and communication to support management and other teams in implementing the framework and adhering to best practices.
  • Define scope for independent testing of controls, agree plans with the Director ORM, conduct sampling, review quality of testing files, and report findings to relevant management teams.
  • Monitor and ensure that Bank-level governance controls address COSO principles and escalate any control deficiencies to the Director ORM, agreeing on and tracking remediation plans.
  • Track and report deficiencies to the Director ORM, ensure proper root cause analysis is performed, and escalate to the ICF Oversight Committee if remediation is insufficient or delayed.
  • Serve as secretariat for the ICF Oversight Committee (chaired by the CFO) and the ICF Sub-Committee (chaired by the MD Finance), including coordination of agendas, reporting, and presentations.
  • Liaise with internal and external auditors as well as business and IT control owners, managing requests related to the attestation process.

 

Skills, Experience, and Qualifications

  • Degree-level education or equivalent work experience.
  • ACA-qualified (or equivalent) with a strong financial reporting foundation.
  • Significant internal or external audit experience with a focus on control environments and COSO framework.
  • Prior experience in a control-focused environment or within a Big 4 firm, ideally in the financial services sector.
  • Strong critical thinking, analytical, and problem-solving abilities.
  • Proven relationship and stakeholder management skills, including influencing at senior levels.
  • Ability to work independently with a proactive, solution-focused approach.
  • Excellent attention to detail and commitment to accuracy.
  • Strong written and verbal communication skills with the ability to explain technical topics clearly across all levels.
  • Confident presenter with the ability to deliver training and reports to senior audiences.
  • Proficiency in Microsoft Office 365 suite, including SharePoint and Teams.
  • Effective project management and organisational skills with a track record of delivering complex projects on time.
