EBRD is recruiting an Associate Manager to EBRD’s Policy, Strategy and Analysis team in Donor Co-Financing (DCF), to provide strategic analysis on the use of donor funds, thereby supporting business operations across the Bank as well as the effective management and fundraising of donor funds and shaping strategies. The Associate Manager will also be engaging with teams across EBRD and with external stakeholders on issues relevant to the donor funds agenda, such as blended finance and mobilisation.

 

DCF leads on mobilising and managing donor funds in support of EBRD’s operations, advisory and policy support to achieve strong development impact. DCF develops and maintains close and strong partnerships with EBRD’s donor community, with both bilateral and multilateral donors, including the EU and the global climate funds. DCF manages EBRD’s donor funds and develops policies and systems to organise the agenda across the EBRD. It follows trends in the international development finance space and donor community, engages in global policy debates and ensures the EBRD adopts best international development practice. DCF also organises events, strategic consultations with development partners, information sharing with donors and represents EBRD at external events.  In addition to mobilising funding from a broad variety of bilateral and multi-lateral donors, DCF manages a portfolio of grant funds worth over EUR 3.3 billion. Within DCF, the Policy, Strategy and Analysis team works with colleagues in Economics, Country Strategy, Banking, Corporate Strategy, and other teams, supporting with the analysis and assessment of donor funds and designing strategies for improved delivery.

 

This position provides the opportunity to contribute towards shaping development impact outcomes and transition objectives at scale, with a particular focus on sustainable development and inclusive economies.   The post holder will join a diverse group of development professionals and will be part of a team that contributes to the delivery of the Bank’s mandate, operational plans and policy priorities working with donor finance s.  The post holder engages across the EBRD, with colleagues in banking, corporate strategy, economics, country strategy and other teams, helping them to assess the best use of donor funds in projects and analyse the role of donor funds in the delivery of the Bank’s plans.

 

Responsibilities

 

You will be part of a small team dedicated to developing methodologies and providing regular analysis on the use of donor funds, increasing the knowledge on the use of donor funds across the EBRD, shaping strategies and policy to support EBRD’s initiatives and investments, as well as facilitating more and stronger partnerships with donors.   

More particularly, you will carry out the following functions:

Data analysis and dissemination:

  • Liaison with data providers from other departments/units within the EBRD to ensure full coverage of blended finance and grant-related data and its accuracy;
  • Lead role in the analysis of data and production of analytical information for senior decision making and effective presentation of the role of donor funds in EBRD;
  • Oversee an Analyst/Intern to perform all necessary steps to prepare data and analysis for decision making purposes - engaging with colleagues across the EBRD in the process;
  • Participate in EBRD wide processes, where DCF is engaged, that rely on analysis of donor funds;
  • Prepare presentations, papers and briefs that draw on the analysis and bring out key points for decision making;
  • Respond to information queries from within and outside EBRD on donor-related data.

 

Support development of new analysis:

  • Help EBRD deepen its understanding of the role of donor funds and blended finance;
  • Support EBRD in better aligning with best practice analysis of partners and peers; 
  • Create new ways of assessing and presenting EBRD’s use of donor funds;
  • Provide donor funds analysis in support of EBRD’s work on new strategic policies and/or geographies (in areas such as gender, inclusion, digitalisation, etc.).

 

Develop capacity of DCF analytical staff:

  • Mentor new analytical staff and improve internal knowledge management related to donor funds;
  • Ensure consistency of all analytical products delivered by DCF.

 

Engagement with External stakeholders:

  • Lead from DCF on the joint annual DFI Report on Blended Concessional Finance;
  • Support the DCF deputy director and MD of External Relations and Partnerships on OECD related blended finance work;
  • Coordinate EBRD input to OECD Surveys on blended finance.

 

Management Information:

  • Prepare regular evidence based updates on the status of implementation of DCF strategic priorities and targets as expressed in the scorecard, Donor Strategy Monitoring Framework and other corporate tools;
  • Prepare briefing notes, input to donor visibility material;
  • Lead and contribute to the preparation of both ad hoc and annual DCF products on the use of donor funds such as the annual Donor Report and the Funding Outlook;
  • Provide/oversee input to EBRD-wide reports such as the Annual Report, Sustainability Report, etc.;
  • Support fund raising efforts for new potential donors;
  • Perform any other relevant tasks as directed by their line manager or the Director of DCF.

 

Requirements & Previous Experience

 

This post will be well suited to a professional with at least 5 years of relevant work experience, with first hand exposure and experience in international development and international development finance. A strong understanding of bilateral and multilateral donors, as well as previous work in an IFI/MDB/DFI, multilateral organisation or bilateral government would be an advantage.

 

This position requires someone who can work flexibly and independently, is a self-starter and can take initiative.

 

Further requirements are:    

 

  • Excellent quantitative/numerical skills with the ability to interpret technical/financial information and to design and use financial models;
  • Strong team worker with excellent interpersonal and communications skills to interact with internal and external stakeholders at different levels;
  • Ability to write clear and comprehensive text for internal and external audiences;
  • Ability to work effectively in a multi-cultural environment and in teams;
  • Ability to navigate complexity and ambiguity;
  • Attention to detail and ability to work with tight deadlines in a fast-pace environment;
  • Ability to prioritise appropriately and work with varying degrees of guidance;
  • Excellent Excel and data analysis skills, including for reporting;
  • Excellent knowledge of PowerPoint and other presentation software;
  • Previous knowledge of donors as well as IFIs and blended finance is an advantage.

 

Qualifications

 

  • Masters Degree in Economics, Statistics, International Development or other relevant field.
