Purpose of Job
The Analyst, Climate Strategy and Delivery, supports the implementation of the strategy of the EBRD in the area of climate change resilience/adaptation. They take active part in the execution of all related deliverables and support the Lead, Climate Adaptation and Nature Finance (CANF) in coordinating Climate Strategy and Delivery (CSD) delivery in this important area of work in relation to business delivery, as well as policy dialogue, capacity building activities, and methodological development.
The CANF Unit, in which this role is located, supports these thematic objectives in collaboration with CSD sector leads across all the Bank’s operations. As EBRD is a private sector-focussed institution, the Analyst, Climate Strategy and Delivery will particularly support the Bank in achieving a more climate-resilient economy through improving the climate resilience of businesses and the critical infrastructure on which they rely.
Accountabilities & Responsibilities
• Provide technical and analytical inputs to support the implementation of the strategy of the EBRD in the area of climate resilience/adaptation.
• In the area of climate change resilience and adaptation, support sector teams in CSD and project teams in Banking with the review and assessment of EBRD projects across all economic sectors:
o to assess projects for exposure to physical climate risks that may need to be addressed during the project cycle;
o to identify and attribute adaptation/resilience finance;
o to determine alignment with the goals of the Paris Agreement;
o to quantify the expected outcomes of climate adaptation activities within EBRD projects.
• Support the development and application of methodologies and approaches to assess climate adaptation investments, climate risk assessment and to deliver the necessary capacity building.
• Support the design and execution of policy dialogue engagements to promote adaptation and resilience reforms at a client and country level.
• Programme and gain approval for a number of policy dialogue projects per year, including securing funding, and managing consultants, with support from senior members of the team
• Simultaneously manage longer-term workstreams on process improvements, methodological advancements, and strategy, policy and business development
• As needed, occasionally with short notice, support the team and wider Bank colleagues in preparation for meetings and events on climate change adaptation-related activities at the country, sector, and project level, including representation within donor fund meetings
Knowledge, Skills, Experience & Qualifications
• Master’s degree (preferably) in climate science, engineering, economics, finance, risk management, and/or relevant experience applicable to climate resilience and adaptation.
• Essential – demonstrated experience in assessing exposure and vulnerability of potential investments to a variety of climate-related hazards, using publicly available model results and tools, and appropriate climate scenarios and assumptions.
• Essential – demonstrated experience in quantifying the expected impacts of climate-related hazards on a variety of businesses and infrastructure systems.
• Good understanding of climate change science and the approaches, methodologies, tools to assess physical climate risks and the implications of climate change in terms of economic and social impacts.
• Excellent computer literacy, with understanding of modelling, data management and processing.
• Familiarity with geospatial data and GIS programmes (e.g. ArcGIS).
• Understanding of policy analysis and policy formulation in the areas of climate change, climate resilience, infrastructure development.
• Understanding of business and finance principles.
• Experience in emerging markets and developing countries would be advantageous.
• Excellent written/oral communication skills in English and preferably in another language of the Bank (French, Russian or Arabic).
• Ability to operate consistently within business guidelines and ethics and work sensitively in multicultural environments, building effective working relations with clients and colleagues.
• Influencing, negotiation and relationship building skills, with both internal and external partners.
• Result-oriented, self-motivated, ability to work to and meet tight deadlines and to plan and organise work unsupervised in a logical and efficient manner.
• Familiarity with role and requirements of EBRD and/or other international financing institutions and/or development agencies.
