Purpose of Job

This position is one of several Sector AD Deputy Heads in Egypt. The role of Associate Director, Deputy Head of Egypt, Financial Institutions (“FI”) is intended (i) to support the Managing Director, SEMED (matrix manager) on all matters relating to Financial Institutions in Egypt, and as part of a core team of deputies supporting design and implementation of the business strategy for Egypt, and (ii) to support the business of Financial Institutions in Egypt, reporting to the Director, FI MEA, and working closely with all FI Directors on all FI sector related matters.

The position is operating in a dynamic environment and represents a key element within both the sector and country management. To be effective in this role, the incumbent needs to exhibit a combination of maturity, extensive transactional banking experience, well-developed management skills and the flexibility to provide value added support in interactions with a broad range of internal (RO and HQ, especially Sector Directors) and external counterparties.

Accountabilities & Responsibilities

Strategic Leadership & Oversight

Support the SEMED Managing Director & Head of Egypt in the effective and coordinated implementation of the country strategy and the achievement of annual targets in Egypt.
Take joint responsibility with the Managing Director, SEMED, for delivery of the Egypt Scorecard, and joint responsibility with the Managing Director, FI, and the Director, FI MEA for the delivery of the FI Egypt Scorecard.
Senior point of contact with financial sector clients, with responsibility to develop new business in close coordination with FI MEA Director, in line with the Country Strategy and business plan priorities.
Collaborate closely with the Deputy Head responsible for Government Relations as well as Deputy Heads responsible for other sectors in Cairo to ensure a strategic and integrated approach to the Bank’s operations in Egypt.
Provide strategic oversight and guidance to drive the origination and execution of the Bank’s programmes and investment projects, ensuring their quality, effectiveness, impact, and alignment with the Bank’s mission and Egypt’s development priorities.
In close coordination with the Regional Policy Lead, identify and implement policy initiatives to address business environment challenges and enhance investment opportunities in the Financial Sector.
Within the Egyptian financial sector, to lead with respect to enhancing EBRD’s footprint, onboarding new clients, building the pipeline, executing the pipeline, and leading in financial sector public relations, all in coordination with the Managing Director, SEMED, the Managing Director, FI and the Director, FI MEA.
Coordinating staff management of junior bankers (analysts and associates) dedicated to the financial sector and within the remit of the Deputy Head, FI.

Stakeholder Engagement & Representation

Foster strong relationships with key stakeholders to maintain the Bank’s visibility, credibility, and leadership in advancing private sector development in Egypt.
Contribute to the coordination of the Bank’s stakeholder engagement efforts regarding policy developments impacting the Egyptian financial sector, ensuring alignment with EBRD strategies and priorities.
Representing the Bank at external forums and engage with business associations, industry groups and the media, ensuring the EBRD’s voice remains influential in shaping Egypt’s corporate policy and investment environment.

Operational Management

Drive business operations and strengthen client engagement to maximise the impact of the Bank’s financial sector activities in Egypt.
Lead and oversee the financial sector project pipeline, ensuring efficient deal origination, structuring, and execution in alignment with EBRD’s strategy in Egypt.
Supervise the execution, coordination, and quality control of financial sector transactions, ensuring full compliance with EBRD’s policies, procedures, and best practices.
Engage with senior management across the Bank to enhance coordination between sectors and units, optimising synergies and improving the quality of policy dialogues and investment project outcomes.
Collaborate with cross-functional teams, including SME Finance & Development and Equity, to integrate financing, policy, and advisory activities ensuring a cohesive and strategic approach to the Bank’s financial sector activities in Egypt.
Actively contribute to fundraising efforts for policy and project-related technical assistance and blended finance in the financial sector, working closely with the Donor Partnerships Unit.
Support the preparation and review of internal and external documents, ensuring high-quality briefings and reports for Bank management.
Oversee the organisation of visits by senior Bank officials, including meeting coordination, logistics, and stakeholder engagements, to ensure seamless execution.

Risk & Compliance Management

Identify and mitigate risks related to the Bank’s operations and activities in Egypt, including through the regular Operational Risk Monitoring function, ensuring that potential risks are addressed proactively.
Ensure compliance with local regulations, EBRD’s operational guidelines, and international best practices across all country activities under their responsibility, safeguarding the Bank’s interests and reputation.
Enforce adherence to EBRD’s procurement rules, ensuring that all corporate procurement activities within the country are conducted in accordance with established procedures.

Portfolio Monitoring, Value Creation and Reporting

Accountable for the delivery of the annual FI counterparty credit reviews for Egypt; accountable for continuous monitoring of the credit risk profile of FI counterparties in the country, signalling to FI Portfolio Managers and, where relevant, Risk Management and OCCO any developments that materially affect the counterparty credit risk profile.
Assume overall responsibility for the effective monitoring of all projects within his/her responsibility, including verifying the quality of regular monitoring reports; taking the lead in maintaining or supervising the management of client relationships; actively managing the resolution of any implementation/monitoring issues in cooperation with relevant Portfolio Managers; managing and supervising more junior bankers who assist in portfolio monitoring;
Supervise implementation and monitoring of, and reporting on, relevant TC assignments to ensure their compliance with donor reporting requirements, operational objectives and that all reports are of a high quality;
Take responsibility for ensuring timely notification of any critical portfolio issues to the relevant Portfolio Manager and/or Management, ensuring availability of adequate data and information for the Portfolio Manager and/or Management to be able to take timely decisions.

Team Leadership & Development

Support the SEMED Managing Director & Head of Egypt in leading and mentoring a dynamic, multi-disciplinary team, fostering a culture of collaboration, innovation, and excellence and promoting accountability.
Champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring the highest standards of integrity and ethical conduct are always upheld.
Oversee the flexible allocation of Analysts and Associate Bankers to support transaction execution, client engagement, and strategic initiatives.
Manage, mentor, and develop junior staff within the FI Cairo team, ensuring structured career development and professional growth.

Additional senior responsibilities

Responsible for timely quality control and formal sign-off in place of the Director, FI MEA of internal approval documents, for projects under the Delegated Authority route, ahead of their circulation and submission. For projects requiring Board approval, responsible for review and pre-approval of internal approval documents as well as external communication and legal documents ahead of formal Director, FI MEA sign-off.
Expected to be a lead presenter at OpsCom, other Bank Committees and the Board.
Depending on specific expertise and/ or skills, take on additional strategic tasks for the team as a whole, including management of geographic or business segments, and/or expanded business development responsibilities and/or expanded project portfolio management responsibilities, and/or expanded administrative/management tasks. May be expected to act as nominee director/observer on client supervisory Boards or Board committees.

Purpose of Job

The Analyst contributes to all phases of the project cycle, including project origination, structuring, execution, implementation and monitoring.

The Analyst will take responsibility for the tasks assigned to them by the operation leader or more senior members of the project team, or more senior bankers, which may include undertaking comprehensive due diligence, including financial, market, integrity and EBRD policy compliance, as well as effective post-signing implementation and monitoring.

The Analyst carries out these tasks as part of a project team under the guidance of the operation leader or under the supervision/guidance of more senior bankers.

The Analyst will work on the Natural Resources sector projects. The position will be based in Almaty, Kazakhstan and will cover projects across Kazakhstan as well as within wider Central Asia & Mongolia region.

The Natural Resources (NR) team originates, structures and executes debt and equity transactions across the Bank’s countries of operations, supporting clients in the natural resources value chain and contributing to the Bank’s strategic priorities through investment, portfolio management and policy dialogue. The team’s core subsectors include: (i) mining and metals (including critical raw materials, base and precious metals, industrial minerals, and metals processing, as well as recovery/reprocessing of historic tailings); (ii) mining-related services; (iii) low-carbon and circular-economy investments to inter alia help energy transition of fossil fuel companies (including conversion of organic waste, used cooking oil, plastics and used lubricants into advanced biofuels, and selected decarbonisation solutions such as CCSU, EV infrastructure, methane reduction, etc).

The Project life-cycle involves several stages from origination to signing, followed by implementation and monitoring until full completion and repayment or exit. All the stages involve different tasks such as business marketing, project due diligence analysis, structuring and approval, negotiation and signing of project agreements, disbursement and monitoring.

The role of the Analyst is to contribute, as a project team member, to the structuring, implementation and monitoring of debt and equity transactions, and their effective implementation and monitoring in line with the Bank’s operational objectives. Under the guidance of the operation leader and/or more senior bankers, the Analyst performs those tasks assigned to them and provides support to the operation leader and the project team throughout the project cycle, with a particular emphasis on research, data gathering, credit analysis and financial modelling.

Structuring and Execution

Work as a project team member on transactions, contributing to all aspects of project structuring and execution, including comprehensive research and analysis of background materials, market information and financial performance data; analyse and evaluate potential risks related to the

proposed project, including analysis of financial statements, preparing and updating financial models and financial projections;
Assist with the designing and processing of technical co-operation assistance, including preparation of terms of reference and internal approval documentation, to support the related investment project or the related policy dialogue initiative;
As may be requested, assist with communication with other internal units of the Bank, clients and other stakeholders, at the operational level, such as preparing draft correspondence, presentations, and following up on internal emails;
Ensure that all tasks assigned to the Analyst are completed within the specified time frames to a high quality and in line with the policies, procedures and objectives of the Bank.

Portfolio Monitoring, Value Creation and Reporting

As requested by the operation leader or a Portfolio Manager, undertake assigned tasks relating to the implementation and monitoring of projects to which the Analyst is assigned as part of the project team, including compliance with project agreements and Bank procedures related to disbursement, monitoring of progress of the project and financial performance of the client, assessing evolving risk factors and monitoring and assessing covenant compliance;
As requested by the operation leader or more senior member of the project team, prepare timely and comprehensive draft monitoring reports and include recommendations for corrective actions where required and ensure these corrective actions and recommendations are brought to the attention of more senior team members;
As may be requested by, and under the supervision of, a TC operation leader, assist with the effective implementation and monitoring of TC assignments including communication with TC client, monitoring of TC fund usage, preparation and filing of relevant TC progress and completion reports to support the TC operation leader to meet donor reporting requirements and operational objectives.

Business Development

Assist, as required, with marketing and business development efforts. Assist with the critical screening of project proposal flow that is generated through business development efforts, liaising with other colleagues and teams within the Bank as directed by more senior colleagues, to identify sound and executable investments that meet the mandate of the Bank.

Purpose of Job

The Principal, Water Sector Policy Specialist will support the Bank’s policy engagement, sector reform and technical cooperation activities in the water sector across Central Asia, with a strong focus on alignment with EBRD investment operations.

Working as part of cross-functional teams comprising Banking, Legal Transition, economists and other policy units, the role will contribute to the design and implementation of water sector policy dialogue, sector reform roadmaps, and technical assistance programmes addressing water supply and sanitation, irrigation, water resource management, climate resilience and sector governance.

The position will play a key role in strengthening the policy, regulatory, institutional and financial underpinnings of water sector investments, particularly in early and intermediate transition contexts characterised by climate stress, transboundary water challenges, ageing infrastructure and capacity constraints.

Background

Water is a critical and finite resource underpinning economic development, food and energy security, public health and environmental sustainability. Across Central Asia, the water sector faces acute challenges including climate-induced water scarcity, dependence on transboundary river systems, deteriorated Soviet-era infrastructure, low financial sustainability of utilities, and fragmented governance arrangements.

Under the Bank’s Strategic and Capital Framework and Sustainable Infrastructure ambitions, the EBRD supports the water sector through a combination of sovereign and sub-sovereign investment, policy dialogue and technical assistance, focusing on incremental reform, institutional strengthening and long-term sustainability.

The Water Sector Policy Specialist will contribute to this agenda by ensuring that policy reform objectives are technically sound, well sequenced and operationally linked to investments, and by supporting Central Asian authorities and utilities in adopting improved governance, regulatory and resource management practices in line with international good practice.

Facts / Scale

The Principal is expected to be capable of leading individual policy engagement projects or themes under the supervision of the Associate Director and may work individually or in a team to deliver their objectives.

Covers a portfolio of Central Asian Countries of Operation, including early transition contexts.
Supports policy engagement linked to investment programmes typically covering drinking water, wastewater, irrigation, and climate resilience.

Purpose of Job

These activities may include supporting the assessment of ESP compliance, E&S risks impacts and opportunities; climate and nature risks, Paris Alignment, and green finance attribution; monitoring, verification, and reporting; and assurance.

• Conducting ESD research, reviewing documents and strategies, conducting analytical, scientific, and technical reviews and appraisals, developing methodologies, monitoring outputs/outcomes, analysing and contributing to the management of data, drafting of internal and external publications.

Purpose of Job

The Analyst, Corporate Events and Annual Meetings is responsible for the scoping, project management and delivery of all Board related meetings, internal and external retreats, conferences, cultural events and awards ceremonies hosted at the Bank’s HQ, assigned event streams at Annual Meetings and regional fora. Background

The Analyst, Corporate Events and Annual Meetings role is based in the Office of the Secretary General (OSG). OSG acts as secretariat to the EBRD Board of Governors and Board of Directors and their committees and as the official channel of communication between the EBRD and its shareholders. It is responsible for the organisation of the Annual Meeting of the Board of Governors, all meetings of the Board of Directors, other large events organised under the auspices of the EBRD and all protocol matters involving VIPs from shareholder governments.

Purpose of Job

The Analyst will support the green mobilisation function within the Policy, Research and Partnerships (PRP) team, part of Climate Strategy and Delivery department, in line with the Bank’s activities to effectively implement the Bank’s Green Economy Transition (GET) 2030 Strategy. Specifically, this position will focus on the delivery of EU funding and instruments, primarily the InvestEU Programme. The role provides analytical, operational, and coordination support across multiple EU-related workstreams, contributing to the development, implementation, and monitoring of InvestEU operations.

This includes supporting project submissions, sustainability assessments, reporting requirements, and internal processes that ensure high-quality project delivery. The position requires strong analytical capabilities and presentation skills, sound knowledge of climate and sustainability policy, and the ability to collaborate effectively across teams and stakeholders. Familiarity with EU programmes and regulatory frameworks is considered an advantage.

Background

The European Bank for Reconstruction and Development (EBRD) was originally established to help build a new, post-Cold War era in central and eastern Europe, but because of its success has now expanded operations into three continents. The climate and nature crisis is a market failure and fixing it requires a fundamental transformation of how markets function. The EBRD’s approach combines green investments, policy dialogue and technical assistance to bring about systemic change such that green investments become economically viable. With an operational focus on the private sector, the Bank is working to set the groundwork for long-term, sustainable growth. To date, the EBRD has signed close to €49 billion in green investments and financed over 2,600 green projects, which are expected to reduce in excess of 110 million tonnes of carbon emissions yearly.

The Bank’s most recently adopted Green Economy Transition 2030 Strategy (2026-2030) details the Bank’s objectives to support the green transition in the EBRD regions from 2026 to 2030. Grounded in its response to the needs and requirements of its countries of operation and clients, the Bank will continue to support and enhance market transition that takes into account aligning with the goals of the Paris Agreement and environmental sustainability, scaling green mobilisation and support system-level transformation that promote competitiveness and resilience of its countries of operations.

Facts / Scale

Typically:

Support across the team and engage with relevant partners in project preparation and operational support, content development and stakeholder engagement and operational reporting and data management.
Coordinate and contribute as a project team member to the activities related to GET data management and analysis, green fund proposal development and reviewing, drafting and researching content, ensuring effective and efficient communications flows and knowledge management, support project management and tracking progress, as well as managing internal and external processes.
Carry out other relevant tasks assigned by Head of PRP and more senior members of the project teams, including developing relevant knowledge products.

Accountabilities & Responsibilities

Under the guidance of senior members of CSD and other team members, the Analyst is expected to deliver on the following key responsibilities, categorised into three areas:

Project preparation & operational support

Contribute to the preparation and coordination of project applications for the InvestEU Investment Committee, including drafting submissions and responding to follow-up queries.
Develop high-quality presentations and analytical materials to support InvestEU-related meetings and Investment Committees.
Collaborate with InvestEU Coordinators and banking teams to ensure alignment with InvestEU and EBRD policy objectives, while supporting the enhancement of climate/green ambition.
Assist in assessing project eligibility and evaluating sustainability requirements in line with both InvestEU guidance and EBRD methodologies.

Content development & stakeholder engagement

Contribute to the development of additionality narratives (financial, climate, and environmental) underpinning the use of InvestEU guarantees.
Provide analytical input for European Commission requests, including framework updates and policy review processes.
Support the implementation and development of the InvestEU pipeline through engagement with financial institutions, consultants, and EU stakeholders.
Conduct targeted research and analysis on climate, environmental, and sustainable finance policies, with a focus on EU legislation and relevant regulatory frameworks.

Operational support, reporting & data management

Support the preparation of internal and external reporting on InvestEU and Green Mobilisation activities, including donor-specific requirements.
Maintain and improve internal databases, tracking tools, and data management systems.

The Analyst is expected to proactively learn and familiarise with other green policies and mobilisation instruments of the Bank, in order to evolve operations accordingly and operate within the context of the broader mandate of CSD and the Bank, as well as how we engage with the relevant partnerships, and contribute towards the Bank’s delivery of the GET 2030 Strategy.

Knowledge, Skills, Experience & Qualifications

Relevant academic degree(s) and professional experiences with strong financial, business and economics training combined with climate and environmental policy and sustainable finance knowledge; knowledge of EU policy frameworks is desirable.
Strong analytical and quantitative skills, including the ability to interpret regulatory and technical documents.
Experiences working in development finance, donor-funded programmes, or blended finance instruments. Familiarity with international environmental and social standards (e.g. Paris Agreement, TCFD, ISSB, CSRD).

Purpose of Job

The Analyst contributes to all activities of the EBRD’s Advice for Small Businesses Programme, including initiation, structuring, execution, implementation, monitoring and completion of advisory project and non-project activities.
