Reporting to the Principal, Capability Quality Lead, this position is responsible for the successful delivery of test design and execution activities on EBRD enterprise platform programs, including test status and defect reporting. Qualifications

Experience in designing and executing software test cases and reporting on testing and defect status to project leadership.
At least 2 years’ experience within the banking and/or finance sector. A good understanding of treasury, payments, commercial lending, and financial transactions is preferred.
Experience with Finastra Summit treasury trading application is an advantage.
Experience writing and executing test automation scripts. Experience using test tools such as Tricentis Tosca, Playwright, RightClick TMS would be looked upon favourably.
Experience using Jira Agile management tool is not essential but highly desirable in this role.
Attained the ISTQB foundation testing certification or equivalent such as ASTQB, ISEB.

Purpose of Job:

This Principal Banker role is based in the Lagos Nigeria RO, working within the Financial Institutions Middle East and Africa (MEA) team. The role will be focussed primarily on operations in Nigeria, but may also be involved in the wider region.

The FI MEA Team’s coverage is as follows:

Clients: Banks, non-bank financial institutions, including microfinance institutions, leasing companies, fintechs, and others.

The Principal Banker is competent in undertaking all tasks related to, and understands all aspects of, project development and implementation, including project origination, structuring, execution, implementation and monitoring, for all types of investment instruments offered by the Bank.

The Principal Banker will act both as a senior member of a project team or as an Operation Leader.

The Principal Banker, in their role as an Operation Leader, is expected to take responsibility for effective leadership of their project team/s, supervision of junior banking staff, while contributing to their coaching and providing mentoring assistance, as required.

The Principal Banker’s role also includes elements of business/pipeline development, client management and policy dialogue.

Accountabilities & Responsibilities:

1. Structuring and Execution

• Work as a senior project team member with more experienced Operation Leaders on complex transactions, contributing to all aspects of project structuring and execution, including supporting the Operation Leader with the management of the project team;

• As an Operation Leader:

• Lead structuring, negotiation (including review of legal documentation) and the execution of transactions, working with clients, authorities, consultants and internal units;

• Manage the resources and the work load of the project teams under their supervision;

• Oversee the project due diligence process ensuring it meets the Bank’s standards;

• Ensure quality and appropriateness of TC assistance components which support the investments or contribute to policy dialogue initiatives;

2. Portfolio Monitoring, Value Creation and Reporting

• As a senior project team member perform all such tasks as may be assigned by the Operation Leader and provide constructive portfolio monitoring advice, guidance and supervision to more junior members of the project team.

• As Operation Leader:

• Take overall responsibility for the effective monitoring of all projects within their responsibility, including verifying the quality of regular monitoring reports; taking the lead in maintaining or supervising the management of client relationships; actively managing the resolution of any implementation/monitoring issues in cooperation with relevant Portfolio Managers; managing and supervising more junior bankers who assist in portfolio monitoring;

• Supervise implementation and monitoring of, and reporting on, relevant TC assignments to ensure their compliance with donor reporting requirements, operational objectives and that all reports are of a high quality;

• Take responsibility for ensuring timely notification of any critical portfolio issues to the relevant Portfolio Manager and/or Management, ensuring availability of adequate data and information for the Portfolio Manager and/or Management to be able to take timely decisions.

3. Policy Dialogue

• In cooperation with relevant units within the Bank (e.g., Policy VP, OCE) and Banking country teams (if applicable), contribute to policy dialogue, in a leading role (project level initiatives) or supporting function (national level initiatives);

• Assist in providing necessary support, in the form of relevant information or documentation or meeting participation, towards efforts to procure grants and technical cooperation funds to complement investment projects or required as part of policy dialogue efforts.

4. Business Development

• Assist with marketing and business development efforts in the relevant sector and countries to build reputable market contacts in order to develop a broad deal flow and cross selling of the Bank’s competencies;

5. Staff Management

Purpose of Job

Ukraine is one of the Bank’s largest and most strategically important countries of operation. The Associate Director, Deputy Head of Ukraine, GR supports the Managing Director, Ukraine and Moldova in managing relationships with the Ukrainian authorities, coordinating the Bank’s policy initiatives, and overseeing the effective functioning of the Kyiv Resident Office, including its staff and resources, and operational arrangements.

The role is performed in a complex, high-intensity operating environment characterised by heightened political sensitivity, accelerated decision-making, and close coordination with international partners and other key stakeholders. As such, the position is a critical pillar of country management and on-the-ground institutional representation.

To be effective, the incumbent must demonstrate a high degree of professional maturity, extensive transactional and operational banking experience, strong people and resource management capabilities, and the judgement and adaptability required to engage credibly with a wide range of internal and external counterparties, including senior government officials, international financial institutions, donors, clients, and Bank management.

Facts / Scale

Since the beginning of the war, Ukraine has been an important priority for the Bank. The Bank has already invested into the real economy of Ukraine over €9.2 billion since 2022, including over €3.3 billion for the energy sector. In 2025, the Bank has deployed a record €2.9 billion across 78 private sector and 8 public sector projects.

The EBRD continues supporting Ukraine’s reform agenda and EU integration by combining strategic investments with targeted policy engagement. Policy priorities focus on corporate governance in state-owned enterprises, particularly in the energy sector, institutional capacity building, human capital recovery and resilience, the green transition, digitalisation and cybersecurity, alongside targeted sector initiatives. Strategic Leadership and Oversight:

Support the Managing Director for Ukraine and Moldova, ensuring effective implementation and delivery of annual business targets and policy priorities.
Take joint responsibility with the Managing Director, the other Deputy Heads and the Regional Policy Lead for delivery of the Ukraine Score Card and related performance objectives, such as the GCI operational and policy commitments.

Purpose of Job

The Associate Director, Regional Policy Lead (AD RPL) is the key representative of the Vice-Presidency Policy and Partnerships (VP3) in Ukraine and Moldova (a “region”) and plays leadership role in the prioritisation, design and delivery of the Bank’s policy agenda in that region, as well as the Bank’s economic assessment of that region.

Background

AD RPL is a key leader in VP3’s Regional Policy and Strategy (RPS) team. The RPS team designs and delivers, in close coordination with PSD, CSD, VP3’s other teams and Banking teams, the Bank’s policy agenda in each of its countries of operations. It prepares Country Strategies and related updates as well as policy compacts. The RPS team also produces economic and political reviews of the Bank’s countries of operations, including assessments of consistency with Article 1 of the Agreement Establishing the Bank.

Facts / Scale

The Associate Director, Regional Policy Lead (AD RPL) manages a team of VP3’s associate directors, Principals, Associates and Analysts based in the same region. In close coordination with Banking and with VP3, AD, RPL is responsible for the prioritisation, design and delivery of the Bank’s policy activities in that region. AD RPL is part of the Bank’s regional management team, sharing in the collective responsibility for delivery of the Bank’s regional and country-level scorecard objectives.

Coordinate the preparation of updates to other Bank counterparts on economic and political developments in relevant region, supporting in particular the work of a political counsellor and regional economist allocated to that region, including working with relevant political counsellor and the Deputy Director, Political Affairs, to deliver periodic Article 1 assessments for each country in the relevant region.
Support the career development of regional VP3 staff through coaching and personal development plans.
Ensure an optimal mix of policy and advisory offerings for large banking transactions, using synergies with the Bank’s investments to maximise transition impact. During implementation, ensure joint delivery of TCs including in the context of OpsCom submissions for large projects.

Background

The need for collective, urgent and ambitious action on climate is greater than ever before. Under its Strategic and Capital Framework (SCF) 2021 – 2025, the EBRD has set an ambitious target to achieve a green finance ratio of over 50% of the Bank’s annual investments by 2025. Using donor finance in a disciplined manner is an integral part of the Bank’s business model and will be a key enabler to achieve this strategic goal.

Blended Finance involves using concessional finance from donors or third parties alongside development finance institutions’ (DFIs) normal own account finance and/or commercial finance from other investors, to develop private sector markets, address the SDGs and mobilize private resources.

Purpose of the Job

Role Overview

• In line with the Bank’s Transition mandate, supports the design, appraisal and monitoring of investment projects and TCs for their impact on inclusion as part of transition and monitors the portfolio of projects with inclusion impact for transition performance, through engagement with Banking project teams and due diligence visits to the region;
• Supports the establishment of Human Capital, Skills, Gender, and Economic Inclusion baselines, the assessment of relevant international best practice models and identifies ways in which these could be applied in a project and policy dialogue context.

Purpose of Job

The Turkish Industrial Decarbonisation Investment Platform (TIDIP) is a flagship initiative led by the Ministry of Industry and Technology of Türkiye, in collaboration with the European Bank for Reconstruction and Development (EBRD), the World Bank and the International Finance Corporation (together the IFIs). TIDIP aims to mobilize Euro 5 USD billion in investments by 2030 to decarbonise key industrial sectors such as steel, aluminium, cement, and fertilizers, with a planned expansion into glass, ceramics, and chemicals. The initiative is aligned with Türkiye’s 2053 Net-Zero target and its National Green Deal Action Plan.

The primary purpose of the Principal to oversee the EBRD implementation and coordination of TIDIP business origination and investment activities, in close interaction with the TIDIP Secretariat, ensuring alignment with overall strategic goals, stakeholder engagement, and timely delivery of outputs. The role will support the operationalization of Low Carbon Pathways (LCPs), support the development of the investment pipelines, promote public-private collaboration.

The Principal shall serve as the primary EBRD focal point of contact to support overall coordination between the project developers, the IFIs, the Technical Consultants and actively assist in the implementation of planned activities to achieve the TIDIP objectives and milestones within the defined timeline.

Reporting jointly to the Türkiye Deputy Director, Corporate Sector, and the AD, Head of Corporate Sector/CSD the Principal will support the Banking teams involved in the implementation of the transactions covering areas such as support to business/pipeline development, client management, and all aspects related to the implementation, coordination, monitoring and reporting of the program in cooperation with the policy team. They will need to work closely with the TIDIP Secretariat, and the Head of the Ankara RO, who is the main responsible person for Government relations.

Background

The Republic of Türkiye’s Ministry of Industry and Technology (MOIT) has established the Türkiye Industrial Decarbonisation Investment Platform with the cooperation of the IFIs. EBRD facilitates the coordination of Parties for TIDIP. TIDIP intends to holistically facilitate the country’s rapid, resilient and just low carbon transition in the industrial sector, in line with its climate and development goals, National Green Deal Action Plan (NGDAP), Nationally Determined Contribution (NDC) and 2053 Net-Zero target. The platform aims at mobilising investments needed to implement, inter alia, the roadmaps set out by Low Carbon Pathways for the decarbonisation of the Turkish cement, fertilizer, aluminium, iron and steel sectors.

In a Joint Declaration (JD) signed on 25 November 2025, the MOIT and the IFIs agreed to support decarbonisation projects by mobilising finance and concessional resources, including grants, concessional loans and risk-sharing mechanisms to support their implementation, in line with the following indicative components and targets by 2030:

• The deployment of over Euro 100 million in technical assistance and concessional finance.
• Over Euro 5 billion of decarbonisation projects under implementation in line with the objectives of TIDIP supported by finance from commercial banks and participating IFIs by 2030.
• Reduction of GHG emissions, resulting from these investments, of over 20 million tons CO2eq per year.

TIDIP will focus on hard-to-abate sectors with high emission intensity and strategic economic importance, including iron and steel, cement, aluminium, and fertilizers, with potential expansion to other sectors based on national priorities and regulatory developments. These sectors have been identified due to:

(1) Their high contribution to Türkiye’s industrial emissions.
(2) Their strategic role in the economy, particularly in exports and employment.
(3) Their alignment with global and regional decarbonisation policies, including EU CBAM.
(4) The availability of emerging low-carbon technologies that can facilitate their transition.

The IFIs Partners, subject to the respective mandates and/or approvals as may be required, and in accordance with their applicable policies and procedures, intend to cooperate closely to identify and to mobilise the necessary funds from a range of domestic and international financial providers including international donors. The Partners will also contribute to the following key areas:

• Knowledge & Technical Expertise – Providing sector-specific insights on best practices, including regarding technology transfer to accelerate industrial transition.
• Risk Analysis & Market Creation – Identifying investment risks, developing mitigation strategies, and fostering market conditions for emerging low-carbon industries.

Facts / Scale

• To assist Banking team members in the identification of a pipeline of over Euro 5 billion of decarbonisation projects and by supporting their implementation and monitoring/reporting activities.
• To assist Banking and Policy teams in managing and overseeing Technical Assistance resources associated with TIDIP, including elements of the EUR 100 million Technical Assistance and concessional finance envelope and the EUR 15 million initial TA package for the first three years, delivered through external consultants conducting policy assignments, resource efficiency audits and capital investment appraisals across priority industrial sectors.

Strategic Coordination

• Lead day-to-day management of all EBRD related TIDIP investment activities in close cooperation with the TIDIP Secretariat and the EBRD Banking teams based in the Türkiye ROs and HQ

Purpose of Job

In the current external environment of declining Official Development Assistance resulting from the global poly-crises, blended concessional finance is an important tool to maximize the leverage, private capital mobilisation and impact of EBRD’s donor funds in support of the Bank’s operations and strategic objectives in line with the Bank’s Strategic Capital Framework 2026-30 and its associated strategies and approaches, including the new Donor Strategy 2026-30.

The I&P Blended Finance team is a joint unit of the Impact and Donor Partnerships departments within the Vice Presidency Policy & Partnerships with the mandate to provide seamless end-to-end services, from EBRD banking teams to donors, in the sourcing and using of concessional donor funds. The Associate Blended Finance is a member of the blended finance team with responsibilities to advise donor partnership teams in the structuring of donor fundraising for blended finance instruments and EBRD’s blended finance operations; collaborate with operational banking, policy, risk and impact teams to ensure compliance of EBRD’s blended finance operations with the DFI Principles for the Use of Blended Concessional Finance for Private Sector Projects as well as EBRD’s Staff Guidelines for the Use of Blended Concessional Finance; and contribute to knowledge products, thought leadership, training and stakeholder management.

The Associate performs a horizontal role related to concessional finance across EBRD operations. Background

What You’ll Do

Lead the full Security Operations function, including incident response, governance, and SOC performance.

Purpose of Job

The International Tax Associate(the Associate) is primarily responsible for supporting with tax due diligence of cross-border structures used by EBRD clients and their compliance with the Policy on Domiciliation of EBRD Clients (EBRD Domiciliation Policy). This entails reviewing relevant jurisdictions and clients’ compliance with international tax standards (including standards on tax transparency and on base erosion and profit shifting).

Background

The Associate monitors developments in international tax legal and policy frameworks, contributes to the improvement of tax due diligence procedures, related processes and guidance notes, as well as supports with delivery of internal training for EBRD bankers and other staff.

The Associate assists with reporting and data management functions of the Domiciliation (Tax) Team and the OCCO. This includes helping to compile and manage relevant data, statistics and, as needed, preparing and maintaining databases for internal and external reporting purposes. The Associate further supports with any data and digital transformation initiatives.

Accountabilities & Responsibilities

Accountable to, and supervised by, the Head of the Domiciliation Team within OCCO, and/or to a Principal in the Domiciliation Team.
Provides technical guidance and advice to banking teams on how to undertake tax due diligence in respect of cross-border structures.
Reviews the findings of tax due diligence conducted by banking teams; assesses compliance with the EBRD Domiciliation Policy and international tax standards (especially international tax transparency standards and standards on base erosion and profit shifting).
If required, advises on specific tax requirements associated with the use of donor funds.
Assesses accuracy and completeness of tax information disclosed in the EBRD project approval documentation, including documents presented to the EBRD Board.
Prepares briefings for the Domiciliation Team, OCCO, and EBRD management, identifying tax risks and mitigants.
Monitors developments in international tax policy (including the work of the OECD in respect of base erosion and profit shifting and that of the Global Forum in respect of tax transparency), and, where instructed, liaises with key external stakeholders, such as other international financial institutions or international tax standard-setters.
Contributes to the improvement of tax due diligence procedures and to the improvement of the Domiciliation Team’s internal processes and guidance notes, based on developments in international tax policy, best practices and overall effectiveness and efficiency considerations, as may be required.
Maintains the Domiciliation Team’s databases and aggregates data to develop accurate dashboards and reports, ensuring KPIs and project milestones are correctly captured for departmental monitoring. Supports with data and digital transformation initiatives.
Supports with the design and delivery of effective training for staff regarding the requirements of the EBRD Domiciliation Policy, the conduct of tax due diligence and developments in international tax policy, as may be required.

Knowledge, Skills, Experience & Qualifications

Degree in law, accounting, banking or finance, or equivalent experience. Specialist qualification (such as a Master’s degree) in international tax (or similar) would be an advantage.
Experience in advising on international tax issues in the tax department of: (i) an international accounting firm; (ii) an international law firm; (iii) an international financial institution; or (iv) other relevant international organisation or national government body. Experience of working in one of the Bank’s countries of operations would be an advantage.
Knowledge of principles of international tax, tax avoidance strategies and recent developments in international tax policy, including the Global Forum’s tax transparency work and OECD’s base erosion and profit shifting package.

Purpose of Job

The Analyst, Operations Finance, is a subject matter expert on all products their team covers and performs the more complex day to day tasks.

The Analyst trains the Assistant Analysts within their team and is seen as one of the main points of contact for other departments, bringing their expertise to the discussion and recommending solutions.

Background

The Operations Finance teams within OSM are responsible for ensuring all Resident and ASB Offices comply with best practice when carrying out their accounting and financial management duties. The teams are also responsible for carrying out quarterly and annual checks to ensure the offices are complying with the guidelines and provide training to the RO Budget Officers and Office Managers, In addition, they make sure that all the expenses and Bank and Donor funded invoices are checked and settled in an accurate and timely manner. This requires accurate capture in SAP to ensure that the Donor Funded commitments and the Bank’s departmental budgets are reported correctly. The team is also responsible for ensuring that all cost recovery arrangements are accurately recorded in SAP and for submitting claims to the relevant authorities for the recovery of taxes.

The Analyst interacts with a range of external clients and a wide cross section of departments and levels within the Bank. The Analyst will have a broad experience of all products handled by their team. The Analyst is also expected to respond to queries from internal and external auditors on areas of work for which they are responsible.

Facts / Scale

This is a nonstandard Accounts Payable/Accounts Receivable role which demands a high level of accuracy and deals with a high volume of transactions which can increase substantially at certain times of the year in the drive to achieve institutional business targets. Any errors can lead to both reputational and financial loss to the Bank
Collectively responsible for recovering amounts due to the Bank of up to GBP 30 million per annum and up to GBP 12 million per annum in taxes. The Teams are also collectively responsible for settlement of disbursements in the range of GBP 300-450 million per annum to internal and external clients
Collectively responsible for the accounting and financial reporting of the Resident and BAS offices, contributing to and ensuring the procedures and controls are adhered to, training the Budget Officers and Office Managers and documenting and policing the agreed controls
