Purpose of Job

 

The Principal, Green Economy Specialist is responsible for leading the development, design and subsequent practical implementation of the Bank’s Paris Alignment process, under the guidance of the Director, Environment and Sustainability. Leveraging on their extensive green finance methodology experience, the Principal will help introduce and ensure consistent and credible review and verification of the Paris alignment objectives, and associated results, as part of the Bank’s green commitments.

 

The main objective of the Paris alignment process is to provide an accurate, credible and comprehensive reassurance for the alignment of EBRD’s investments with the climate mitigation and adaptation objectives of the Paris Agreement. The output of the Paris alignment review will provide a basis for better environmental and sustainability risk mitigation, reporting, and for quantitative and qualitative impact assessment of the Bank’s green investments. This Paris alignment process needs to be integrated within the existing green finance and Environmental & Social (E&S) due diligence process (ESDD), thus improving existing performance and accuracy in those systems.

 

The Principal will also provide expert advice and assistance for the review, assessment and verification of project-related GET impacts. This will entail the review of ex ante GET attribution projects, as well as leading the definition of Project Monitoring Plans (PMP) for the Monitoring, Reporting and Verification (MRV) process ahead of Board approval.

 

In line with the responsibilities of ESD’s E&S Specialist, the Principal will also dedicate c. 20% of their time leading project E&S appraisal and monitoring, and will lead the integration of the ESP and green finance monitoring. Finally, the Principal will mentor junior colleagues in the team, sharing experience, expertise and guidance for their professional development.

 

Accountabilities & Responsibilities

 

  • Provide leadership on the development of the Paris alignment process, in collaboration with relevant internal counterparts (ESD lead specialists, CSD and Policy delivery teams, Portfolio Management, etc);
  • Spend c. 20% of her/his time managing project ESDD across the full cycle from risk appraisal to monitoring, developing ESAPs and managing the annual compliance reporting;
  • Follow on the EU and global trends, policies and regulations related to climate and environmental finance, e.g. the Taskforce for Climate-related Financial Disclosures (TCFD), Taskforce for Nature-related Financial Disclosures (TNFD), the EU Corporate Sustainability Reporting Directive (CSRD), the EU Sustainable Finance Disclosure Regulation (SFDR), ESG reporting, and any other relevant external references; 
  • Establish the relationship with other EBRD teams that design, appraise and monitor selected investment projects with a view to increase their impact, with particular emphasis on GET-related aspects;
  • Conduct in-depth environmental and regulatory assessments of results from investment projects, to verify their resulting physical impacts and contribution towards achieving GET objectives;
  • In line with the responsibilities of ESD’s E&S lead specialists, assess, manage and monitor project E&S risks;
  • Assess ex ante environmental impacts across a wide range of sectors and projects and identify KPIs;
  • Guide OLs in banking in the structuring and definition of Paris aligned and GET projects, helping maximise the green impact of EBRD transactions.
  • Support the integration of the ESP and the green finance review processes to achieve synergies and efficiencies.
  • Co-lead together with banking teams in the development of Project Monitoring Plans;
  • Screen and track specific project opportunities and advising bankers and ESD specialists on projects that require GHG or GET assessments, in line with the Bank’s policy and guidelines.
  • Guide the EBRD bankers and environmental specialists with defining the scope of GHG and GET assessments and preparing Terms of Reference for environmental and social due diligence consultants;
  • Actively contribute on development and application of relevant analytical tools and guidance for identifying, quantifying and articulating GHG and GET impact of projects, and for monitoring verification and reporting on the results of GHG and GET assessments at the project and portfolio level;
  • Act as a source of expert technical advice on GHG and GET related issues and provide written guidance and training for ESD staff on issues related to climate change, greenhouse gases and GET;
  • Assist with building up required internal and external capacity (including banking and clients) in the implementation of the Bank’s GET MRV processes in line with existing and emerging methodologies; 
  • Deliver of specific TC assignments or provide comments to the other teams’ TC work based on identified opportunities for broader environmental reporting and E&S benefits creation at project, sector or country levels.
  • Mentor junior colleagues in the team, sharing with the expertise and guidance on general ESD processes and well as on the specific details of the Paris Alignment methodology.

 

Knowledge, Skills, Experience & Qualifications

 

  • In-depth understanding of scientific, economic and political dimensions of environmental issues. Ability to apply those to the assessment of EBRD investments, and to guide authorities on the development of appropriate regulations and market mechanisms;
  • Proven knowledge of best practice in terms of E&S performance and KPI monitoring and reporting;
  • Proven analytical and quantitative skills. Published research in the relevant fields is an advantage;
  • Extensive investment projects’ experience and ability to understand credit analysis is an advantage;
  • Demonstrable track record in one or more of the following areas: (a) resource efficiency; (b) environmental services and industries; (c) climate change mitigation and/or adaptation; (d) natural capital and green infrastructure; gained for example through full-time employment in a relevant financial or governmental institution, regulator, consultancy/company, think tank or academia;
  • Extensive experience with increasing levels of responsibilities in developing and implementing MRV and/ impact investment methodologies and processes;
  • Familiarity with the EBRD region of operations and the countries of Central and South Eastern Europe, Caucasus, Central Asia and South-Eastern Mediterranean, particularly work or study experience in the region, is an advantage;
  • Excellent understanding of IFI's working environment, policies and procedures, and ability for organisational alignment;
  • Ability to leadership in resolving complex E&S issues and guide a team to robust and workable solutions in a broad range of sectors;
  • Ability to mentor and supervise junior staff;
  • Proactiveness in anticipating problems and leading the team in tackling those to avoid escalation;
  • Ability to work under pressure and meet tight deadlines;
  • Ability to operate in a multicultural environment and build effective working relationships with internal/external clients and colleagues;
  • Negotiation, persuasion and influence skills in internal and external engagement activities to deliver the team’s and Bank’s objectives, based on strong interpersonal and effective communication skills;
  • Ability to work on a number of projects and TC Operations at a time (over 100 medium to medium-high risk projects per annum) at different life cycle stages: exploratory, under due diligence, implementation, monitoring, evaluation;
  • Effective time management and organisational skills and ability to multi-task without losing attention to detail;
  • Excellent written and oral communication skills in English. Knowledge of an additional language spoken in EBRD countries of operation, is an advantage;
  • A postgraduate degree in environmental science, engineering or related field.
