Purpose of Job


The Principal I Gender Adviser (PGA) is part of the Gender and Economic Inclusion (G&EI) team within the Sector Economics and Policy (SEP) pillar in the Economics, Policy and Governance department (EPG) in VP Policy and Partnership and plays a core role in implementing the Bank’s mandate to promote transition in the EBRD’s countries of operations (COOs). The PGA is responsible for supporting the implementation of the EBRD’s Strategy for the Promotion of Gender Equality.  The PGA will focus on a sector of their expertise (Energy Efficiency & Climate Change; Industry, Commerce and Agriculture; Power and Energy) and provide technical advice and support to relevant operational teams to integrate gender considerations in EBRD investments, country and relevant sectoral strategies, policy dialogue, and knowledge generation and management, and by building the institutional capacity of EBRD staff to mainstream gender in their operations and functions.  In addition, the Principal Gender Adviser liaises with internal and external stakeholders and clients to establish partnerships and coalitions to support the effective mainstreaming of gender in the EBRD.


Accountabilities & Responsibilities


  • Pipeline and portfolio review, including of Technical Cooperation (TC) grants, to identify opportunities to promote gender equality as part of investments and policy dialogue (with a specific focus on sector of expertise – E2C2, ICA, Power&Energy); 
  • Early engagement with sector banking teams for product development - define proposals and structure gender components/Action Plans in the context of funding proposals and project development
  • Leadand manage gender components of EBRD projects and share Operational Leadership of complex, high-profile gender-focused projects with banking as needed;
  • Acting as operational leader for EBRD-led Technical Cooperation (TC) to implement Gender Action Plans (Grants Committee submission; procurement, contracting, and TC management and monitoring; etc.);
  • Reporting functions to donors (e.g. Green Climate Fund for E2C2) and other donors;
  • In collaboration with the gender and relevant banking teams, monitoring of the gender and sectoral portfolio of the EBRD;
  • Represent the EBRD on internal and external events on gender in specific sectors (e.g. climate change);
  • Build capacity of sectoral banking teams and other EBRD staff on gender and sectoral / climate change issues including through on-the-job technical assistance, tool development, design and delivery of training modules and capacity building events, as needed;
  • Knowledge management and development in the area of gender and sector / climate change including knowledge and communications and relevant communications and other learning materials;
  • Contributes to innovation and product development in all the pillars and sectors of EBRD operations.
  • Support the development of internal and external partnerships and represent the G&EI team in
  • internal and external meetings up to Director level for the effective implementation of the SPGE and the mainstreaming of gender in the EBRD;
  • Support and advise senior management in strategic planning and complex issues in relation to the delivery of the SPGE.


Knowledge, Skills, Experience & Qualifications


  • Advanced university degree on gender and/or or relevant Social Sciences. ;
  • Minimum of 8 years of professional experience working on gender issues – including extensive experience on women’s economic empowerment issues and sectoral experience (e.g. women and climate change, women in agribusiness, women in Power&Energy sectors)
  • Extensive experience applying gender principles into project and policy dialogue initiatives in developing/transition countries, ideally across the EBRD region
  • Experience in qualitative research methods and analysis; agile learner;
  • Knowledge and experience applying results-based approaches to project and program management;
  • Aptitude to lead diverse teams; excellent communication and interpersonal skills and ability to engage effectively with clients from diverse backgrounds;
  • Excellent oral and writing skills in English. Strong communications skills in Russian, Turkish and/or Arabic will be considered an advantage;
  • Fieldwork experience in EBRD countries of operations will be considered an advantage;
  • Ability to think strategically, to innovate, and to work towards several deadlines simultaneously;
