Purpose of Job

The Officer is responsible for providing secretarial and administrative support in OGC/Legal Transition Programme.



The Officer performs the secretarial and administrative support to the Director, Chief Counsel and counsels of the Legal Transition Programme (LTP), including scheduling and hosting online and HQ meetings, assisting with contracting of technical cooperation (TC) consultants, processing invoices under consultancy contracts, organising business travel and processing expenses. The officer is responsible for maintaining up to date LTP working records in Teams and official records in Livelink, to ensure data availability for reporting. The Officer provides secretarial support working remotely and with HQ based activities, as required by the LTP counsels.


Accountabilities & Responsibilities


  • Providing secretarial and administrative support to individual counsels, as allocated in compliance with Bank’s policies and procedures;
  • Performing secretarial tasks in respect to HQ-based activities, as assigned by counsels;
  • Preparing and organising documents for management committee meetings and Board meetings for Director/Chief Counsel;
  • Assisting with setting up and hosting video conferences, online meetings and webinars, as assigned by counsels;
  • Maintaining electronic and hard copy records in relevant Bank’s systems (Teams/SharePoint) and filing and archiving electronically official Bank’s records using Livelink, TCRS and other relevant systems;
  • Uploading grant review and donor coordination documentation in TCRS and other relevant systems;
  • Processing consultancy engagements in accordance with all relevant procedures and approval processes, preparing engagement/consultancy contracts and arranging for and processing TC invoicing;
  • Arranging purchase orders and processing payments under purchase orders when required by counsels;
  • Arranging travel authorisations and visas for business travel and process travel expenses in compliance with Bank’s policies and procedures;
  • Performing any other administrative tasks as assigned by Director/Chief Counsel
  • Provide support during absences of other LTT OTE staff.


Knowledge, Skills, Experience & Qualifications


Academic Qualifications

  • Secondary/Graduate Education.
  • Fluent English, with excellent written and oral communication skills.
  • Knowledge of another language (e.g. Russian, German, French, Turkish or Arabic) both written and spoken would be useful


  • Secretarial and/or administrative experience of minimum of 3 years is required;
  • Experience in administration of technical cooperation projects and coordination of technical consultants would be useful;
  • Good organisational skills, proactive and flexible attitude to work essential;
  • Ability to use initiative to undertake tasks and projects without guidance;
  • Excellent communications skills, including pleasant and efficient telephone manner;
  • Attention to detail and eye for accuracy;
  • Ability to cope well under pressure;
  • Ability to build effective working relationships with clients and colleagues in a multicultural environment;
  • Conscientious, reliable and flexible with a professional and helpful attitude;
  • Strong team player, with the ability to work efficiently and to handle simultaneous assignments involving a wide range of bank-wide contacts;
  • Ability to multi-task while remaining calm and professional and a capacity for hard work;
  • Excellent interpersonal manner, including tact and diplomacy;
  • Ability to exercise judgment on and deal discretely with confidential/sensitive information and data;
  • Confidence to put self forward for various projects and responsibilities and quickly understand what is required of the task in hand.

Technical Skills

  • Professional user of Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, One Drive and Teams).
  • Knowledge of EBRD applications: Smart by GEP, TCRS, SAP Funds ECC and Livelink would be an advantage.
