Purpose of Job

 

The Associate Manager of the FI Grants Management Team is responsible for implementation of Technical Co-operation and Co-investment grants mobilised for the Financial Institutions Business Group (FIBG)’s operations. The Associate Manager is responsible for a number of facilities/programmes/products that the FIBG may be deploying, especially complex blended finance programmes. He/she ensures integrity and consistency of the facilities/programmes/products’ implementation as well as the adoption of lessons learned. He/she also provides guidance to FIBG on TC programmes/projects and ensures their good implementation.

 

The Associate Manager reports to Senior/Principal Manager and supports FI’s senior managers as required. The Associate Manager manages analysts and/or senior officers and provides guidance and support, as well as oversee their work and trouble-shoot issues when necessary. The Associate Manager works as part of the FIBG and interacts with the FI management, clients, donors of grant funds, consultants, other Banking teams (such as SME F&D, GECA, etc.), the Bank’s support units, and other relevant stakeholders to mobilise, deploy, manage, report upon, and maximise the impact of  grants in FI financing operations.  

 

Background

 

The FI Grants Management is a proactive unit within the Financial Institutions Business Group (FIBG) responsible for daily administration and overall management of TC and co-investment grants, the FI’s consultancy budget, and other associated activities. The Team ensures that grants are mobilised, committed, deployed and reported upon in an efficient, accurate and transparent manner, applying the highest professional standards, given the fiduciary duty that the Bank assumes vis-à-vis Donors funds.

 

Accountabilities & Responsibilities

 

1. Manage complex blended finance Facilities/Programmes

  • Lead Grant Review process
  • Lead or support fundraising, drafting and negotiating with donor especially on budget and results
  • Support procurement of consultants needed to implement the Facilities with PODD advisor
  • Support FI and TC OLs in managing consultants
  • Prepare TCRS or contribute to aggregated result reporting
  • Prepare bespoke donor progress updates and reports and any other information needed for presentation to donors at Steering and Monitoring Committee Meetings under Facilities
  • Monitor deployment of the Facilities
  • Respond to all queries related to Facilities as far donor funding is concerned
  • Ensure that implementation is in line with GMT Blended Finance Guidelines
  • Comment on investment documentation related to the Facilities
  • Managing donors’ evaluation and audit processes of Facilities

 

2. Oversee development of products and contribute to their structuring

 

3. Provide guidance to the whole of FIBG on TC and oversee the preparation and good implementation of stand-alone TC programmes and projects

 

4. Other responsibilities

  • Troubleshoot issues or escalate to management
  • Manage people (Analyst/ Senior Officer as relevant)
  • Oversee, support and ensure quality over work of Analyst and Senior Officer
  • Lead new FI GMT initiatives or actively participate in Bank-wide exercises requiring GMT involvement

 

Knowledge, Skills, Experience & Qualifications

 

  • Relevant experience in an international financial institution or donor organisation, in project management role or similar at a similar (or close to) level
  • Experience of the financial sector, working with banks and/or non-bank financial institutions would be an advantage
  • Experience with lending in specific sectors is desirable (such as green economy and climate change, SME, agriculture finance, trade finance)
  • Good relevant degree from a leading university in the country of education
  • Proven project and people management skills
  • Previous experience of structuring and managing TC / donor funds (or similar) and projects
  • Proficiency in English: excellent written (report writing, correspondence) and verbal communication skills
  • Excellent interpersonal skills and diplomatic skills
  • Ability to handle complex matters and find pragmatic solutions to issues
  • Proven, strong analytical skills, including the ability to interpret data
  • Computer literate
  • Attention to detail
  • Management experience or strong desire to manage
