This is a 4 year Fixed Term contract, based in London HQ working in a transformation role delivering the Bank's roadmap to alternative solutions.

 

The Associate Director, Technical Operations will work closely with the selected outsource provider to deliver and manage all aspects of IT Operations in order to effectively support the Bank’s mission and goals across all of the Bank’s countries of operation. Defining and owning Product Roadmaps for technologies used to deliver all Infrastructure Services and ensuring they closely align with the Bank’s IT Service Strategy. Reporting to the Director of Infrastructure and Operations and working closely with all teams across the IT Department whilst liaising with Service Providers and many areas of the Bank as appropriate.

  • This role works in the Infrastructure and Operations team within IT, who are responsible for the Support (Run) of the Bank’s technical infrastructure across all countries of operation.
  • The role will work with selected third parties to provide business oriented, strategically planned and co-ordinated, delivery and maintenance of Infrastructure.
  • Works in conjunction with Associate Director, Service Delivery and Management, Associate Director, Infrastructure Transformation and Director, Infrastructure & Operations to develop a business aligned, multiyear technical product strategy.
  • Actively support transitioned Services in to Operations, aligned with the EBRD Service Design and Transition approach and standards.

 

Accountabilities & Responsibilities

  • Lead and manage the IT Services Operations team, providing coaching and guidance and maintaining cohesion and motivation amongst staff and service providers in a hybrid staff/outsourced organisational structure.
  • Accountable for developing and implementing relevant Policy and Standards within the IT Governance framework
  • Act as operational escalation point for outsource provider
  • Run the business as usual activities for Infrastructure, including daily monitoring requirements and minor up-grades.
  • Responsible for developing and maintaining appropriate infrastructure with the Associate Director, Service Delivery and Management, Associate Director, Infrastructure Transformation and Director, Infrastructure & Operations so that it suitably reflects business requirements.
  • Continually review the technology market place and propose enhancements and changes to the Bank’s IT infrastructure with a view to improve performance, resilience, functionality and business value, with supporting business cases.
  • Contribute to the technical strategy of the IT department, therefore assisting in the definition and direction of IT infrastructure within the Bank.
  • Accountable for developing and implementing relevant Policy and Standards within the IT Governance framework
  • Define and Govern EBRD infrastructure technology standards.
  • Develop and present proposals and budget requirements for infrastructure services and maintenance.
  • Responsible for efficient work and resource planning and delivery across IT Service Operations.
  • Responsible for day to day budget execution and where appropriate project budgets for IT Infrastructure initiatives.
  • Work with the outsource provider to maintain relevant contracts so that they are up to date and renewed and/or tendered as necessary to ensure suitable levels of support and software compliance.
  • Manage the activities of Infrastructure service providers, vendors and consultants. Monitor and challenge the performance of all aspects of the Bank’s IT contracts to ensure the best available levels of service are maintained.
  • Recruit, motivate, train and develop staff within agreed policies and practices to maintain an effective workplace capable of meeting its objectives.
  • Directly accountable for the engagement and effective overall management of staff including recruitment, compensation (as agreed with the Head of Department, if applicable), performance management, coaching and development.
  • Champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times.

 

Knowledge, Skills, Experience & Qualifications

  • Educated to Degree level within the relevant discipline
  • Experience of managing a complex multi-national infrastructure service provided by offshore outsource provider, covering Network and Enterprise Compute
  • Experience in managing an Infrastructure services team preferably within a Financial Services organisation.
  • Excellent player with excellent interpersonal skills, including tact and diplomacy
  • Excellent written and verbal communication skills with the ability to communicate appropriate, concise and accurate information to a wide variety of audiences both within and outside of the EBRD, ideally in 2 or more of the Bank’s core languages
  • Comprehensive knowledge of infrastructure technologies and solutions (including Cloud) suitable for use by a global corporate financial organisation.
  • The ability to conceptualise, communicate and own complex architecture solutions and issues
  • Excellent budget management skills.
  • Excellent team leadership skills with ability to ensure multiple technical teams work in a cohesive and collegiate manner.
  • Good written and verbal communication skills with the ability to communicate appropriate, concise and accurate information to a wide variety of audiences both within and outside of the EBRD.
  • The ability to operate sensitively and effectively in a multicultural environment.
  • Good understanding of banking processes is an advantage.
