Purpose of Job

 

The EBRD is redesigning its evaluation system and range of products to improve institutional performance and the Bank’s impact on clients and countries of operation. This envisages establishment of the evaluation function within the Impact team to strengthen the role of impact evaluation products prepared by staff for learning, complementing the work of the Independent Evaluation Department (EvD). The Associate Director is a member of the Impact Pillar of the Impact and Partnership Department. Under the guidance of the Impact Director and working closely with the Impact Deputy Director, he/she is responsible for the evaluation function in the Impact team. This includes developing a work plan; coordinating and driving delivery of its products; ensuring consistency and quality; disseminating results; and providing training and capacity building for evaluation.

 

The post holder will cooperate closely with the EvD, the Office of the Chief Economist (OCE) as well as other colleagues across the Bank to deliver evaluation products. He/she works with donors to maximise funding and impact of evaluation work and cultivates partnership with external stakeholders involved in evaluation work.

 

 

Accountabilities & Responsibilities

 

  • Develops a strategy and rolling out a multi-year evaluation work programme; 
  • Drives the delivery of evaluation products, including leading the preparation of evaluation studies. Coordinates with stakeholders to achieve a consistency of approach and high evaluation standards for all evaluation products;
  • Provides guidance on evaluation methods and how to deliver all evaluation products to a high standard, working closely with OCE and EvD;
  • Builds internal evaluation capacity and provides necessary training on knowledge and skills on evaluation principles and methods;
  • Works with the relevant teams and supports fuller integration of evaluation findings into the EBRD’s results management system;
  • Develops mechanisms for strengthening the feedback loop to new projects and application of lessons from evaluation products on ways to improve the design and implementation of projects, working closely with the sector-impact assessment team, as well as strategies and work processes;
  • Supports efforts to develop the necessary systems and solutions for curation and dissemination of learning, including by leveraging knowledge management tools;
  • Develops internal and external partnerships, including on sharing data and other resources to enhance the capacity to deliver a wider range of evaluation products. Supports efforts to enhance data collections, availability and quality from EBRD clients and beyond;
  • Serves as an important liaison to the Evaluation Department to ensure that the work plan and evaluation products prepared by Bank staff are complimentary and coordinated with the independent evaluation products;
  • Develops strong partnerships with donors, academia and other relevant external stakeholders to maximise funding, relevance and quality of evaluation work;
  • Coaches, mentors, motivates and supervises the evaluation team members to design, monitor, evaluate and report on transition results with a focus on people management.

 

 

Knowledge, Skills, Experience & Qualifications 

 

  • Advanced degree in Economics, business administration or related field
  • Significant experience in leading evaluation function in international financial institutions or similar functions in academia, think tanks or philanthropic organisations.
  • Proven experience in preparing impact evaluations and excellent knowledge of recent methods and tools, including in the field of micro-econometric analysis
  • Proven experience in managing project information management systems
  • Proven negotiation, problem solving and facilitation skills
  • Trainer-of-trainers with proven experience in designing and delivering training, coaching and mentoring staff
  • Excellent report writing and communication skills in English
  • Strong analytical and synthesizing skills
  • Proficient in advanced statistical software such as R or Stata
  • Ability to perform well and work effectively under pressure with high workloads
  • Ability to work independently with good organisational and multi-tasking skills
  • Service/client driven, diplomatic, helpful and with good team spirit
