Purpose of Job

 

To support fully the investigation functions and activities of the Office of the Chief Compliance Officer (OCCO). 

 

In close liaison with the Associate Director, Investigations, and / or under the direction of the Director, Investigations, to conduct and assist with external investigations into counterparties for allegations of prohibited practices (corruption, fraud, coercion, collusion) in relation to the Bank’s operations. On occasion, the position may be asked to assist with internal investigations into allegations of suspected misconduct on the part of Bank employees.

 

Facilitating consultation and/or collaboration in joint investigations with other Multilateral Development Banks (MDBs) and /or other co-financing institutions and contributing to the development of the Bank’s integrity policies and procedures.

 

Accountabilities & Responsibilities

  • Supervised by and works under the guidance of the Associate Director EPP;
  • Responsible for conducting initial inquiries and/or assisting the Principal with complex investigations to the highest standard in accordance with the requirements of the EPPs;
  • As required, assist or conduct investigations of staff misconduct under the CDRPs;
  • Prepare investigation reports; develop standardised templates and policy documents, and maintaining and analysing data and statistics on investigations;
  • Assist with high-level dialogue and cooperation with other MDBs and international organisations in areas of staff misconduct, ethics, investigations and compliance;  
  • Provide input to the Associate Director Investigations and Director Investigations with regard to development of Bank policies and procedures; and
  • Fully support Associate Director Investigations, Director, Investigations and CCO in undertaking special initiatives/projects and other ad hoc assignments.

 

Knowledge, Skills, Experience & Qualifications

 

 

  • A degree in a relevant area (law, criminology, employment relations or equivalent) or equivalent relevant professional experience.
  • Demonstrated experience undertaking or assisting with investigations (investigations experience into prohibited practices is desirable).
  • Strong analytical skills with the ability to interpret complex legal and financial information.
  • Experience of the investigation and integrity processes applicable to an IFI (desirable)
  • High standard of personal integrity and discretion, especially related to working in a sensitive work environment.
  • Self-motivated with excellent organisational and administrative skills, the ability to prioritise and multitask to deliver to timelines is essential.
  • Advocacy and liaison skills and proven ability to communicate with peers as well as to communicate with and manage stakeholders at all levels.
  • Experience in policy development and interpretation.
  • Good understanding of EBRD’s mission, mandate and processes.
  • Excellent command of English, both written and spoken, together with the ability to draft in English to a very high standard; familiarity with other languages used in the Bank’s countries of operation is an advantage.
  • Demonstrated experience providing well-reasoned and considered judgement in complex situations.
  • Results-oriented and resilient, with the ability to work flexibility, outside a standard structure and framework.
  • Good interpersonal skills with a demonstrated ability to quickly form working relationships and gain credibility with a wide selection of staff.
  • Effective team player.
