Purpose of Job

 

IPAM is seeking to hire as skilled professional to become a member of its Compliance team.  The Associate Compliance reports to the Chief Accountability Officer, while the Associate Compliance works closely under the technical guidance of the Compliance Lead.

Under the overall supervision and guidance of the CAO, the primary role of the Associate Compliance is to conduct compliance assessments and compliance reviews in line with the mandate, approach and procedures set in the PAP.

In addition to this, the Associate Compliance will be expected to support the Outreach and Advisory functions as needed and relevant to the Associate Compliance functions and provide substantive inputs for the establishment of internal operational guidelines and updating of investigative methodologies.

 

Accountabilities & Responsibilities

 

The Associate Compliance as part of the Compliance team is responsible for:

 

Compliance function

  • Analysing requests and providing substantive inputs into compliance reviews to ensure that all appropriate lines of inquiry are identified, and resources are used effectively and efficiently to factually determine the issues relevant to a compliance review.
  • Identifying, collecting and analysing information, using software, internal data and open source information relevant to reviews, demonstrating an understanding of information security and confidentiality issues relevant to investigation.
  • Collecting, recording and handling evidence appropriately, ensuring chain of custody and demonstrating knowledge of handling considerations for different types of evidence.
  • Identifying relevant stakeholders for interviews and corresponding with relevant Bank departments, Clients, Complainants and other stakeholders;
  • Participating in interviews showing appropriate communications skills, accurate recording and verification of testimony with the use of interpreters as required.
  • Supporting the Compliance Lead in the identification, contracting and management of independent technical experts.
  • Proposing and implementing robust and comprehensive case research based on solid knowledge of the EBRD project cycle and ESP and AIP requirements, national and supranational legal requirements and relevant international conventions and agreements.
  • Ensuring timely and transparent case processing and recording in compliance with the provisions of the PAP and EBRD and IPAM internal administrative and disclosure procedures:
  • Considering the work of other independent accountability mechanisms where appropriate and coordinating case work when and as relevant.
  • Assisting the Compliance Lead in drafting of Compliance Assessment Reports and Compliance Review Reports at a high standard, providing an objective and factual summary of the investigation, with soundly based conclusions and recommendations supported by all evidence obtained in the course of the investigation.
  • Handling organizational and substantive aspects of site missions in coordination with the Compliance team and ensuring that adequate safety provisions are established for cases where risk of retaliation has been flagged or when high risk locations are to be visited.
  • Liaising with relevant internal and external stakeholder groups, including complainants, civil society organizations, international development organizations, independent accountability mechanisms, and other relevant offices in EBRD.
  • Liaises with the compliance/investigation sections of other international organizations. 
  • Preparing and disseminating outreach materials and participating in relevant meetings to provide updates on IPAM as requested.

Other tasks

  • Contributing to the ongoing development of professional practices within IPAM
  • Performing other assignments or tasks as determined by the CAO
  • Collaborating with the IPAM team in unit wide strengthening and engagement initiatives

 

Knowledge, Skills, Experience & Qualifications

 

  • An advanced degree in a related field (i.e. international development, environment, social sciences, human rights, law.);
  • Highly developed information gathering skills (desk research, conducting interviews, facilitating stakeholder meetings in challenging contexts, engagement with external experts at a technical level);
  • Highly developed compliance analysis skills (investigative mindset, attention to detail, ability to discern relevant material, compliance writing skills);
  • Solid knowledge and experience in the application of EBRD’s Environmental and Social Policy, IFC Performance Requirements, and working knowledge of UN Guiding Principles on Business and Human Rights;
  • Experience working with, or a detailed knowledge of, social and environmental accountability mechanisms is highly desirable;
  • Proven capacity to engage with local communities and civil society organizations;
  • Ability to act independently and resourcefully in responding to work demands, with minimal supervision prioritizing tasks and working to mandated deadlines and expected outputs;
  • Proven ability to analyse complex scenarios to interpret complex policies, and determine their application to specific cases;
  • Solid IT skills with experience in the use of Microsoft Office (particularly excel) and other core project related software used by IFIs;
  • Excellent communication skills, highly developed English drafting skills;
  • High degree of professionalism, integrity and neutrality is essential;
  • Willingness to travel regularly and work outside regular business hours required;
  • Fluency in English is required and knowledge of Russian and/or Arabic desirable;
  • Ability to work collaboratively within a multicultural and diverse team.
