The Analyst, Green Economy Specialist is responsible for supporting the deployment of the Bank´s Green Economy Transition approach (GET 2.1), which seeks to increase the total amount and impact of the EBRD´s green investments. The Analyst will support the implementation of green and Paris Alignment methodologies and will provide expert advice and assistance for the assessment and reporting of project-related GET impacts and, assessment and reporting on GHG emissions.    


The role will be responsible for conducting environmental and regulatory assessments of projects to quantify their physical impacts and contribution towards achieving GET objectives and support the implementation of a robust MRV process for projects and outcomes. In pursuing this objective this role closely interacts with Banking, Policy Delivery, Policy & Stakeholder Engagement units, OGC, DCF, Treasury, data Management, Communications department and other IFIs.




ESD is a department responsible for the environmental and social appraisal and monitoring of Bank's portfolio of projects in various sectors.  The Department is the custodian of the Environmental and Social Policy (ESP) and Bank E&S mandate as defined in articles establishing the Bank.  The role will support the deployment of the post-signing green finance monitoring, reporting and verification as part of Bank’s Green Economy Transition approach (GET 2.1.), which aims to increase the total amount and impact of the EBRD´s green investments. Under the GET 2.1 Approach, approved by the Board of Directors in 2020, the Bank has committed to increase the total amount and impact of the EBRD´s green investments at the level of 50% from the annual business investments by 2025.


The Green Economy Team within ESD supports the review, attribution and assessment of green projects that seek finance from the EBRD. The Team provides  the second line of defence through (i) development of green finance, Paris Alignment, and climate and nature-related risk methodologies; (ii) assurance of compliance with Paris Alignment objectives, (iii) confirmation of green finance attribution in compliance with established environmental and sustainability criteria and (iv) contributes to the monitoring, reporting and verification of GET impacts of EBRD projects and portfolio.


The team works closely with Banking during project appraisal, where an active participation is required on assisting sector teams, including in the development of adequate Project Monitoring and Reporting Plans for green investments. Green Finance Project Monitoring Plans aim to set up monitoring and reporting provisions, for the

Clients to report on implementation and results of their green commitments. These results will capture important environmental and social impacts expected from implementation of the green investments. 


The Analyst will provide support and expert advice in the development of GET MRV infrastructure and implementation of the MRV process. This includes the review and verification of specific investment opportunities, and the reporting of project-related GET impacts, including GHG emissions and other environmental impacts.


Accountabilities & Responsibilities


  • Support the development of the GET MRV infrastructure, in collaboration with relevant internal counterparts (EAD lead specialists, Monarch Team, Policy delivery teams, Portfolio Management, etc);
  • Conduct in-depth environmental and regulatory assessments of projects to quantify their physical impacts and contribution towards achieving GET objectives;
  • Engage with other EBRD teams that design, appraise and monitor selected investment projects with a view to increase their impact, with particular emphasis on GET-related aspects;
  • Carry out regular screening of project proposals and advising ESD on which projects require GHG or GET assessments, in line with the Bank’s policy and guidelines.
  • Assist EBRD environmental specialist with defining the scope of GHG and GET assessments and preparing Terms of Reference for environmental and social due diligence consultants.
  • Develop tools and guidance for identifying, quantifying and articulating GHG and GET impact of projects, and for monitoring verification and reporting on the results GHG and GET assessments at the project and portfolio level.
  • Support banking teams in developing Project Monitoring Plans.
  • Act as a source of expert technical advice GHG and GET related issues and providing written guidance and training for ESD staff on issues related to climate change, greenhouse gases and GET.
  • Assist ESD in the preparation of internal and external reports on the Bank’s GHG approach, methodology and overall performance, in particular for EBRD annual Sustainability Report.
  • When required by the senior managers, represent ESD at the technical/practitioner level at the green review discussions and other internal and external meetings with regulatory agencies, IFIs, project affected people and civil society organisations.
  • Support the delivery of specific TC assignments or provide comments to the other teams’ TC work based on identified opportunities for broader Bank's policy dialog and E&S benefits creation at project, sector or country levels.
  • Support the streamlining and automatisation of data collection and analysis for climate risk assessment and, more broadly, for the overall green finance process.
  • Provide input to sector and country strategies/policies, papers or other initiatives.
  • Supporting senior staff in researching, drafting and preparing presentation material for a wide range of environmental, climate and nature-related topics.
  • Support the ESD in planning and organisation of meetings.


Knowledge, Skills, Experience & Qualifications



  • In-depth understanding of scientific, economic and political dimensions of environmental issues. Ability to apply those to the assessment of EBRD investment projects, and to guide authorities on the development of appropriate regulations and market mechanisms;
  • Proven analytical and quantitative skills. Published research in the relevant fields is an advantage;
  • Investment projects’ experience and ability to understand credit analysis is an advantage;
  • Familiarity with the EBRD region of operations and the countries of Central and South Eastern Europe, Caucasus, Central Asia and South-Eastern Mediterranean, particularly work or study experience in the region, is an advantage.
  • Understanding of IFI's working environment, policies and procedures, and ability for organisational alignment;



  • Excellent interpersonal skills and ability to work effectively in teams as well as independently;
  • Effective time management and organisational skills and ability to multi-task without losing attention to detail;
  • Excellent written and oral communication skills in English. Knowledge of an additional language, which is either one of EBRD official languages or spoken in EBRD countries of operation, is an advantage;
  • Ability to plan and organise work unsupervised;
  • Ability to work under pressure and meet tight deadlines;
  • Ability to operate in a multicultural environment and build effective working relationships with internal/external clients and colleagues;
  • Practical programming skills in Visual Basic or other similar language will be a strong advantage.
  • Negotiation, persuasion and influence skills in internal and external engagement activities to deliver the team’s and Bank’s objectives, based on strong interpersonal and effective communication skills;


  • Demonstrable track record in one or more of the following areas: (a) resource efficiency; (b) environmental services and industries; (c) climate change mitigation and/or adaptation; (d) natural capital and green infrastructure; gained for example through full-time employment in a relevant financial or governmental institution, regulator, consultancy/company, think tank or academia;
  • Familiarity with the EBRD region of operations and the countries of Central and South Eastern Europe, Caucasus, Central Asia and South-Eastern Mediterranean, particularly work or study experience in the region, is an advantage.



  • At least a bachelor university degree in environmental science, engineering or related field.
