Purpose of Job

 

The Assistant Analyst provides support to more senior colleagues in all areas such as data collection and processing, financial analysis and monitoring, reporting, maintenance of databases, and execution of certain admin functions critical to the functioning of the SME F&D Group such as processing of contracts and invoices or recharges of donor resources. The Assistant Analyst works on day-to-day basis in close co-ordination, and under the supervision of, with an Analyst or Associate, on clear responsibility areas, both for internal (e.g. management accounts and donor recharges) and external purposes (e.g. financial reporting to donors). 

 

Background

 

The Small Business Initiative was approved by the Board of Directors in December 2013 (BDS13-342(Final)), proposing an enhanced toolbox for SME support around 5 pillars: (i) indirect financing through financial intermediaries; (ii) co-financing and risk sharing with financial institutions; (iii) direct financing; (iv) business advisory and (v) policy dialogue.  The SME Finance and Development Group is mandated to implement this agenda working with various other relevant departments in the Bank. The SME F&D Group is organised in two teams, the Regional Networks team that is client-interfacing in the implementation of SME F&D activities, and Financial Products teams that in in charge of new product development. The Operations Support is a centralized SME F&D team that works closely with both teams

Accountabilities & Responsibilities

  • Assist in administrative tasks to ensure the smooth progression of projects in the defined region, including: collating and preparation of data and inputs into MIS, uploading and management of data in the MIS, ensuring smooth administrative and programme processes during the project cycle, collection of company data during and after the project completion including the evaluation phase.
  • Create and maintain financial data, databases and admin material in line with individual donor agreements and/or business needs, within guidance from more senior colleagues, in order to ensure SME F&D use of donor funds according to legal obligations and internal procedures.
  • Monitor disbursements, recharges and any other admin process in the context of agreements with donors or any other provider of funds to the SME F&D Group, including EBRD’s internal resources, to ensure proper supervision on their use control of the use and ensure reconciliation within the internal information systems.
  • Review and monitor monthly finance reports, by which spending by local SME F&D offices is reflected in core EBRD systems, in support of accurate and timely financial reporting.
  • Support SME communication activities both aimed at internal purposes and at external stakeholders.
  • Prepare inputs for project-related financial reports, so that donors have accurate and timely information on the SME F&D activities they finance, and provide support for internal management accounts, for decision-making by more senior colleagues.
  • Analyse operational and project spending across all SME countries of operation for both advisory and finance to produce funding projections when required, to complete the full picture of future funding available and highlight shortages to more senior colleagues.
  • Review contract terms of reference and budgets received from project-focussed colleagues, including liaison between all parties, in order to ensure that business needs are in accordance with prudent procurement and use of donor funds, and process CRFs to ensure consultants are mobilised
  • Provide support for invoice payment, contract issuing or recharge processing, including liaison with colleagues, consultants and other stakeholders, so that service providers are paid on time and on completion of agreed deliverables.
  • Act as the first point of reference on behalf of SME F&D in dealings with teams such as Invoice Control and Nostro Control in EBRD Finance, in order to resolve issues as they arise.
  • Act as the first point of reference on behalf of SME F&D in dealings with recharges or other admin functions.
  • Conduct other ad hoc financial and administrative tasks as defined by management to ensure team's objectives are met.
